If you want that question answered..ask the FSSC.

I can only guess that they are treading lightly and waiting for other courts to help shape their decision. But, frankly I am only making a guess and don't have any law education or practice so my guess is not learned.

Or answer why the Fla. Supreme Court already ruled once not to accept the late returns from Palm Beach of the 26th?
