So what do you call machine error? Does it have to catch fire? do all the cards have to fly in the air like old 1950's comedy movies? The "machine" is all the machines, from stylus to votamatic to reader to the box the cards are stored in. That process has an error rate, and anytime that error rate produces more uncertainty than the margin of victory a hand count is required.
