Yes, he can. He will employ a cabinet and department heads who will support an agenda of ever higher spending, more programs, more socialism, and, unfortunately his lack of veracity will create a total lack of confidence in his administration. That loss of confidence will be both domestically and internationally. If you can't believe a man it is difficult to do business with him.
