Jem--It's my understanding that either candidate could, given the closeness of the race, have asked for recounts in any and all FL counties. Gore asked Bush to agree to ask for recounts in ALL of the FL counties--Republican and Democrat--and to accept the results however they fell. Bush refused, deciding to throw democracy out the window and hide behind the fact that the Secretary of State was his FL co-chair....
