Being a registered Republican or Democrat is a very different level of commitment than being chairperson of the campaign.

Katherine Harris' behavior was not illegal, though the FSC found it improper, but it was highly partisan.

Manual recounts are a reasonable request when the margin of victory is less than 0.01% of the vote. But Katherine Harris decided that Florida's 7 day certification date was an absolute and she would accept no amended returns. This means that losing candidates have a right to ask for recounts, and the canvassing boards may decide to do them, but the Secretary of State can choose not to accept them. She had 'discretion' to decide otherwise, and I believe she certainly would have had Bush and Gore been in reversed positions.

When the FSC told her to accept the recounts, she picked the earliest deadline and refused the Palm Beach count because they missed it. Then she certified Bush.

She just behaved like someone desperate to stop the clock while her guy was ahead.
