I am not sure on Palm Beach. Clear intent is very strong language, and I do not see how it differs from a machine count. ie, if the machine doesn't count it as a vote, then there is no clear intent. But as the voteamatic expert testified, there is always 1 or 2 legal undervotes per precinct per election. I believe that is the spirit of the law. If an election is within say 2 times number of precincts where the votamatics were used, then hand count of ballots is required. But what is happening in Florida is an outrage to all Americans and democracies throughout the world. Truly, we have become, as Louis Ruykesher said last night, a government of the lawyers for the lawyers by the lawyers.
