The policy of containment was bipartisan, and effective enough. The policy of aggressive strategic competition and vigorous moral support for the liberation of the people's under communist oppression was conservative, and carried out by Ronald Reagan..........

Actually when you look at the state of the military at the end of the Carter Administration, the only logical conclusion was that Carter contributed to prolonging the Cold War. We were outmanned and outgunned by the Soviet Union. Reagan pushed to give the military the money and the personnel to change that. He also raised standards of performance in the military; i.e. Top commanders would lose their jobs if certain standards of readiness were not maintained. The Soviet Union was put in a position of having to keep up with us and they couldn't. That is what broke their backs.
