Jill...if 2 sets of Electors go then we end up with President Bush and Vice President Gore...here is how: The House votes for Bush, then the Senate votes...the Senate after Jan. 3. will be 50-50 Republican/Democrat with Al Gore being the tie-breaker as President of the Senate...3 people will be eligible to be voted on for VP under the US Constitution, Cheney, Lieberman and GORE! Lieberman would withdraw, as to elect Lieberman VP would vacate his Senate seat, turning it over to the Republicans...so it comes down to 50 votes for Cheney and 50 votes for Gore. Gore then votes for himself...and presto he is VP and President of the Senate. Obviously in this situation Gore would not be part of the administration, but he would have a statutory and powerful title as President of the Senate, thus giving the Senate to the Democrats and giving Gore political viability for 4 more years. Gore knows the minute he concedes his political career is over. I do agree the end game is 2 slates and this is why!
