The inclusion of the 168 hand count votes in Dade is an outrage since Gore precincts were stacked in front.
This will likely be challenged...

I like that. The Republicans did everything they could to hinder the recount in Dade County. Now they are going to complain that it is incomplete. What a bunch of goons.

They can probably set the machines to pull out ballots with votes for congressional candidates but no vote for a presidential candidate. Then it is necessary only to go through that small subset of the ballots by hand.

It will miss a number of ballots where both presidential and congressional candidates were only partially punched, but is much faster.
