Because there is mass confusion...because Gore sent in hundreds of people to "help" with the recount...because each county is using different "standards"...and because there was never enough time to do it properly and get these things straightened out.

If Gore had asked for a statewide recount from the beginning...if standards had been established...it would have been over with a long time ago. Granted Bush could have joined Gore in a statewide recount from day one...but why would he? He was the winner.

At this point...half of America will never except the outcome and it will polarize this country even more than it already is. If Gore had conceded after the third count, he could have prevented this.
