Once they began counting, they must have found many ballots (presumeably for both candidates) where it was clear that an attempt to cast a vote had been made that didn't dislodge the chad. That must not have been expected.

It's quite possible that the punchcards behave differently in a high humidity environment compared to the usual testing and voting environment. A humidity moistened chad may well be less likely to break off and instead is deformed (just a personal suspicion, by the way). There may have been far more cases where chads failed to break away after being punched than would have been expected based upon existing national statistics.
