It is basically over! Those 5 justices have already made up their mind but some of the others may eventually rule in favor of Bush. My guess is that they just did not want to stop the counting at this time. That is why this split on the stay is not really indicative of the final result...that result might even be by a wider margin. My prediction is a 7 to 2 decision in favor of Bush; possibly even 9 to 0.
