I didn't mean to imply that they would always be worse. Just that based on the historical record there is a heightened risk of getting extreme actions in response to economic crisis.

No, but I would not only imply it, but did directly assert it. -g-

Any crisis is an opportunity for the central government to add to its power and reduce freedom, and it seldom neglects any opportunity to do so.
