Key to your post is the word Proper. There is no proper or standard way to count these cards. Take the following. The punch cards have been counted stored in stacks, how many hanging chads have been pushed back in to the hole, you would have to look at each one with microscope then, here is the kicker, punch it out to make sure it was lose. Just one little problem out of many when recounting by hand what was a flawed voting method to begin with. How about the people they changed their minds but put the stylus in the hole then pulled right back out. on and on and on. Process is flawed and it has to be ended, we as a nations have to accept it and move forward to build a better union and work to fix the process so if a close race happens in the future, set standards will be in place.
