Douglas, is there not more to the problem that just setting up markets and organizations to manage it? Like limited transmission capacity across the region that limits capacity to certain areas such as SD & SF.

In addition to fines I believe operators i.e. Plant Managers may be liable for criminal & civil violations for operating knowingly in violation of air quality permit requirements. Balancing fines and revenues will not wash either as AQP's can be revoked. So it may not be as simple as magic wave of the wand.

You are probably aware that the BPA is undergoing contract renewals up here. I believe they sign 5 or maybe 10 year contracts with purchasers. CA has also entered into this fray trying to shift power contracts in their direction, at least that's the perception up here. Just wondering what your take is on this.

It would seem to me that if we have excess power to sell it might first be sold to business that employ the residents of BPA member states. My take is California would oppose this and prefer the excess power be sent their direction. It is funny in a way that not so long ago the BPA was in danger of default with the fed's and now they appear to be the apple in everyones eye.
