Gore's offer left the problem of the lack of a statewide standard unresolved, but I suspect that the real reason Bush turned it down is that they think they will lose in a statewide handcount. My understanding is that the Republican-leaning counties often have newer equipment which has much less of an undercount problem.

And when did Gore first make that offer? After the date had passed when it could have been possible. The "offer" was not an offer at all.
