Your reasoning is flawed. Florida law calls for the counter to use their best abilities to determine the will of the voter. There are checks for outright fraud by multiple observers. The intention of the voter is a complex item, you know it when you see it. A small scratch on a card may be nothing, a big push may be nothing, but if a push is the biggest thing on the card then you can assume that the voter did not come to firestation just for a walk and not to vote. That is why humans have brains and machines have AND-Gates. TP
