Can you explain the constitutional reason why they are excluded? I don't find anything about it in the USC.

The Constitution leaves it up to the state legislatures. If you know of some that afford this privilege, let me know.

Perhaps the law does not require a constitutional basis for excluding them but does not forbid excluding them? Is voting a right? Where is this right defined?
