"Florida election law didn't seem to support the full recount approach. Say what? Where did you get that from? There were no limits on what counties he could protest during that phase" Candidates could ask for a recount in four counties in the protest phase. Here is a post with some references: Message 14987847 This post also points out that canvassing boards in several counties manually examined their undervote soon after election day and these amended totals were accepted.
