Completely incorrect. The 12th is simply the "safe harbor" date - Congress cannot challenge any electors appointed before that date. It is perfectly legal to appoint electors and have their votes submitted right up to Jan 5, 2001 when the ballots will be delivered by Vice President Gore to be opened and counted.

This "drop dead "Dec. 12th date is fiction.
