So they take six months, write a full-length book on the standards to be used. And, American academics being the liberals that they are, most likely come up with a nice Gore win. At which point it is, as they say, "totally academic". You see, you can't possibly do what they will have to do within the deadlines set by either the state legislature or federal constitution. And votes were not currently intended by legislatures to be counted in such a clinical manner with any expectation of settling a real election in real time (thought it's time to consider that. See below). Finally, a conservative think-tank, if they are really bothered by such a study, can do one of their own, and get an opposite result, by simply changing to another set of equally-defensible assumptions. The real lessons for Florida and 49 other states is that they must improve the vote-gathering quality. That means modern, secure, and reliable equipment that yields uncorruptable results as the votes happen. They must have controls so that votes are taken in precincts, but tabulated centrally in real time, under the eyes of chosen observers from both sides. They must also establish procedures whereby only registered voters can vote, and only once. And they must have proved at least their identity and residence before being admitted to cast a vote. Put such a "blind and just" system in nationwide, and I am convinced that Bush would be riding a landslide into office today, with plenty of Republican Senators and House members to help him out...
