If the government was guilty of wrongdoing, then why could
it not be substantively proved.


Given that the government had control of the whole scene and all the evidence, and that they prevented the fire trucks which MIGHT have saved some lives from the fire so that those people died who could have testified, that's not even as bright as your usual questions.
