Eco, even the legislature can not retroactively change the rules. They are what they are on Nov 7.

Your post - "That could have been avoided had Mr. Bush agreed to Mr. Gore's offer to approach the Legislature and ask them to pass enabling legislation to extend the date to ask for a fair and impartial recount of ALL of FL counties--Republican and Democrat alike. "

I agree that half the country will no doubt feel cheated, whoever wins. I think the debacle in Florida has guaranteed it. If Bush had asked for recounts as well, in all Florida counties, or had Gore asked for full recounts in all Florida counties, or both had asked for full recounts, then the situation may have been different. But that still doesnt change the fact that those requests should have been made within the period allotted for protests, as set down in Florida law (the rules of the game), not after. After the period set out by law for such requests, its tough cookies. And after deadlines set in law for recounts to be in, if a county doesnt get them done, tough beans. Thats the law. If you as a citizen do not like it, petition your state representative to have the law changed after the election contest. That is the proper way to go about things, not changing the rules in mid-stride.
