I was fairly astonished when I heard the Georgetown Law professor say that it was really ok because 3 USC 5 is just a "safe harbor", but if the rules are changed and the Congress accepts the Electors, that's ok. Actually, it resolves a doubt I was having about the Florida Legislature appointing Electors - namely, that having delegated the appointment of Electors to the populace, they might be changing the rules in the middle of the game. But hey, it must be OK! I heard a Georgetown Law Professor say it. -g-
