OT Election. Peter, with all due respect, don't be snippy.
In my example, I mentioned a scratch on the ballot being counted as a vote. The Broward canvassing board did just that. I ask you how is that clear intent? Voters were instructed to ensure that holes were properly punched in their ballot. My contention is that anything other than a fully punched hole should be considered a nonvote, and any intention to derive a vote out of a scratch on the ballot or a slight perforation is intellectually unsound.
