Not only that, but "clear indication of voter intent" would seem to imply that there were some ACTION which resulted from the intent, yes?

So if you are trying to divine someone's intent from something they FAILED to do, it's by definition subjective from the start, and it could easily be argued that a failed attempt at pushing a stylus through a card is a clear indication that the voter intended NOT to vote.

Nah, that's too logical. Forget I even mentioned it.

Nah, you're making it way to complicated. The determination of "voter intent" is simple. If there is no vote for president, then it must be a vote for Al Gore. Any republican voter would do it right, thus it must be for Gore.
