Is the bios set to plug and play OS? (it should be for 95/98/2000)

You may be reduced to checking which physical port on the back of the machine the mouse is plugged into, then checking what resources that port uses either from the motherboard's bios screen or from "ports"in device manager.

One other place to look in device manager is properties for "computer" (the first entry in device manager)

If the ports on the back of the box aren't clearly labeled, it could become necessary to open the box and see what plugs into the motherboard where.
