QCOM signed the paper to license on a nondiscriminatory,
etc base when joining ITU (as well as not to have any
submarine patents, provide a list of all essential to
implement the standard)

That is, one basic mechanism of building global telecom
standards. If QCOM doesn't follow that they can be kicked
out of ITU where every operator and manufacturer is
a member for the very reason to participate in
building standards as well as avoid manipulation through
patents, patentwars, having signed the same paper.
