be, but hand counting eliminates the 0.5% error rate that every other county has ex hand counts. the reduced error rate makes each vote in that county worth more - sometimes enough to change the outcome of the election.

perhaps only those ballots that were undercounted need to be counted and not the whole batch - if we KNEW that the counted votes were 100% accurate.

ben, btw, i think throwing out the county wide hand counts (palm beach, miami dae, etc) and only hand counting undervotes would yield another fair election result (albeit, not the most accurate).
