VERY EASY SOLUTION TO MANUAL RECOUNT WOULD SATISFY THE MAJORITY

Since no one agrees on what constitutes voter "intent" and some do not trust the manual recount procedures (even
though many states have employed them as the final arbiter for decades and even though manual counting elected some
30+ Presidents), this is what should be done.

CREATE CATEGORIES

Each county, regardless of their differing standards, should create specific subsets, and both count and physically
separate the subsets of the ballots as follows (or something similar):

1) No marked or punches whatsoever, simply a written-in name for President

2) Chads hanging by 1 or 2 corners

3) Chads hanging by 3 corners

4) Dimpled chads

5) Pregnant chads

The point of this is whichever candidate is leading on the basis of #1 and #2 (or perhaps #2 only), would be more
legitimately accepted as the President-elect.
