I think it was Hayes in one of the Federalist papers that talked about democracies always crumbling due to what you mentioned. One group finally figures out it can vote itself whatever it wants.

On C-Span Booknotes there was a discussion along these lines (can't remember the scholar though). He pointed out that democracy is not neccessarily at odds with tyranny. At its core, democracy does not guarantee individual liberty. We have a bill of rights protecting certain personal liberties, but definitely in other cases personal liberty is legally infringed by our govt.
