I don't think Gore was hoping that Bush would accept the statewide hand recount. He had to have known that the Republican counties, with their newer vote-counting machines, have one-fifth the number of under-counted ballots. And he had to have known that Bush knew this. So it's a safe bet that the offer was made solely for the purpose of appearing to be fair - a game that both sides have been playing.
