The ETRI case goes back several years, and is about whether QCOM's royalty sharing agreement extends to PCS sytems vs cellular only. This case is not about rates.

QCOM's position is that it applies only to cellular systems deployed in Korea, while ETRI's position is that it applies to both cellular and PCS systems even though the contract just says cellular.

It seems as if The arbitrators agreed thet it extended to PCS systems.
