There needs to be equal scrutinization of the overvotes too ..

The "overvotes" category also includes the "spoiled
ballots" where the voter realized they made a mistake,
turned in the "spoiled ballot", and requested a new ballot
on which they successfully recorded a 'vote' .. The
"spoiled ballots" must be culled from the "overvotes"
otherwise you are potentially counting votes twice ..
