How? If Gore has the majority of the votes that weren't counted by machines, he wins. Anyway you want to count those votes, Gore wins (see Miami Herald study). Hand recounts have gone on and dimpled chads have been counted. Looka the GD Texas statute, dimpled chads are OK. The Florida standard is intent of the voter. It's totally objective. Tye only right of Bush's that's disallowed by recounts in his right to be King. F-him.
