The US Constitution broke the back of that theory. Putting Liberty above all other values and construction of a system of checks and balances, notice that the framers were mostly afraid of Majority tyranny. But we have Minority Rule due to the hegemony of special interests, exactly the opposite has come to pass. Study Hegemony! Me thinks this is a self correcting opportunity, we just need to sweep those who have abused their opportunity to lead, aside. This hetorgeneous population is a first and it has a long way to go before it's over.
