I don't have a link, but we just elected the 107th Congress, and that happens every two years. That would put the Presidential election at #54.

Quick check... 53*4 = 212 years, plus 1 for this election year, = 213 years. GW was elected 1787, which was 213 years ago.

Still, 8% would hardly be considered continual to most people. For example, the Boston Red Sox have won the World Series 5% of the time, and yet if you ask someone from Boston how often they win the World Series, they will wail, "NEVER!!!!"

ooops, sorry, that should be 54. I managed to count the odd elections right (4) and then divided 100 by 4 to come up with 25, but then for some reason multiplied by 4 instead of 2. It looks like I skipped a groove. Wait, maybe if I do a hand recount I can find those extra elections...
