Precisely. We've been over this a number of times on the ATHM board, just following the T acquisition of TCI. Not only are the MSOs attempting to do (and succeeding very nicely in some areas) what the ILECs do wrt voice services, but the ILECs are also crossing over into vod, for example, with their dsl's [blockbuster], wireless and satellite based services to give the MSOs' STB-based services a run for their money. And both are racing each other to the finish line when it comes to 'Net access. And both have protected pole rights, rights of way, and their own state and federal commissioners on their side.

re: unified regulatory environment. Because the telcos do not want competitors run unimpeded. The ILECs want the pace to be dictated by a political agenda.

The tactic of the ILECS is to pull the hand break of the competition. They will do that by bring them to the discussion table. This will take three years to agree on what is to be regulated.

The you add some three years more to the lawyers fight out. Again slow pace of the legal system.

When the dust sets and everyone understand the issues almost a decade has passed.

Look to what we discussed here in the last 24 hours and the conclusions we reached:

Monopoly has not been broken. Breaking the monopoly is a lip service only. The Telecom Act od 1996 didn't achieve what it intended.

All that ILECS want to be repeated once again with a new FCC administration. ILECS want to change just to keep the same thing.
