Here's the reason:

As you will note from Table 1, the Jan. 7th 1995 Congressional Inauguration saw Republicans gain control of the U.S. House of Reps for the first time since 1955. And along with the House, Republicans also gained control of the Senate thanks to Clinton, who along with the Congressional Democrats sickened the nation so during their 2 years of total control ('93-'95) that The Democrats were swept out of Congressional control in the '94 elections.

The "Contract with America" had at its centerpiece a balanced budget, and the Republicans proved how far they would go to reach that end by refusing to send to Clinton anything but a budget moving in the direction of being balanced. And when he refused to sign, Clinton's spinsters shifted all the blame to Congress for a Government shutdown. This courageous action by the Republicans resulted in unprecedented confidence in U.S. Debt obligations as well as the Dollar. Finally a nation with Discipline!!

Investors also realized Republicans would hold the line on and seek to ease Corporate taxes, giving them confidence to buy stocks without fear of Uncle Sam confiscating their profits with higher taxes if it appeared that profits were excessive.

So there you have it... 40 years of wandering in the desert before being ushered into the promised land. <g>
