WASHINGTON -- Small and medium-size Internet-service providers are making what may be a last-ditch effort to push for tougher regulatory conditions on the proposed merger between America Online Inc. and Time Warner Inc.

Members of a coalition of ISPs have scheduled meetings to tell top officials from the Federal Trade Commission that a critical agreement between the nation's second-largest ISP, EarthLink Inc. and AOL-Time Warner isn't a good model for other so-called "open access" agreements.
