Yes, I think that Gore will focus on winning the popular vote (although he won't mention it was by 350,000 votes of over 100,000,000 votes cast and that over one million absentee ballots have not been counted) if he gives a concession speech. But I think if Vice President Gore gives a concession speech, he will emphasize that according to the Constitution, it is the Electoral College who votes for and decides who will be President. And therein lies the rub...

The true end game in this affair changed
about 2 weeks ago from an effort to contest
to an effort to de-legitimize. That, plus the
fact that Gore is taking the heat to the
benefit of other 2004 contenders, is very likely
the reason he was allowed to pursue it this far.

JMO, though I do think I'm right.
