Raw numbers favor Bush too. This simple matter is that of the undervotes remaining in punch card counties, in raw numbers they are very heavily in favor of Bush in raw numbers. Each county is smaller, but there are 15 or 16 punch card counties. The raw number of undervotes is about 50/50 in dem vs. gop counties when you look at the whole state. It is the exact reason why Gore does not want a recount of the whole state. Even yesterday Boise was arguing that you do not need to recount the whole state, only that which they have contested.
