That's the question where Boies started to waffle on.
They asked him how counted selected votes and counties by different standards could be fair. He paused and said something like...well, that's a hard question to answer. Then when on with some spin...

Let me try to be impartial here...
Seems to me that in order to have a fair count FL has two options...
1. Let the machine recount(s) stand around the state...
That way there is no preferential treatment of ballots...
Fix the system later.
2. Hand recount the whole state using the same standard.
Of course this brings in question a standard "after the fact" and possible human interpretation of intent but at least is applied evenly over the whole state.

Anything other than these two methods seems a lot more flawed...
