On p.15 they refute the argument that only full recounts can be counted:

You are misreading this: They are saying it is okay to evaluate just the UNDERVOTES, but for all precincts. Bush was trying to argue that ballots that could be read by machine must also be inspected by hand-- it was a delay tactic, nothing else.

And yes, they say, in effect, certify the partial Miami result, and then count the rest of the precincts' undervotes. What's your complaint with that? You'd prefer an order to count all the undervotes over again? Why spend 20% more time to count undervotes you've already counted?

As far as "count only 'additional votes for Gore'", they mean NET votes. The 168 and 215 numbers are NET results. Both Bush and Gore have extra votes in those figures.

Punch-card systems are "more confusing" and more prone to producing machine-illegible ballots. You seem to agree. I'd argue even the Broward standard was not liberal enough-- you must imagine a lot of people resting their stylus on the chad before deciding, "Oh! I'm not going to vote for President!" in numbers that are simply not tenable, given an analysis of other counties that use different types of machines.

Regarding your numbers for the rest of the state: it depends which precincts have the undervotes. Preliminary evidence showed Gore picking up a few net votes even in Escambia county, which is HEAVILY republican.

But at any rate, let's count and find out, shall we?

Bush is acting like a coward: Afraid to count the ballots statewide under a *less liberal* manual counting standard than he signed into law in his own state!

I hope the USSC 'makes law' and tells Florida to use the Texas standard, and recount everything, Broward & Palm Beach included.
