For WWII I stand corrected- -sort of. The Japanese started it (for us) with Pearl Harbor. Germany and Italy then declared war on the US (on today's date, BTW).

There has long been a suspicion that FDR did whatever he could to maneuver the US into WWII- -like orders for US destroyers to escort BRITISH convoys and fire on sight at any German subs. And trading the Brits destroyers for bases. And cutting off oil to Japan which was certain to provoke a reaction.
