I think that's pretty much established at this point. Bush won the popular vote nationwide but for example, California's Governor refused to allow the counting of the remaining 600K absentee votes because they wouldn't affect the outcome of any California issues. Can't really blame him but it could have changed national totals. Same story in other states.
