Saddam doesn't seem to be bothering Kuwait lately..

Possible partial explanation of that from this Sunday's Parade supplement:

"By the way, Saddam's regime imports 28,000 bottles of whiskey, 230,000 cans of beer and 40,000 liters of vodka each month. Saddam reportedly likes to throw parties and barbecues."
