Incorrect.

A WELL DESIGNED system is designed to handle an offered load of x volume of calls, beyond which it will shed load gracefully.

A WELL ENGINEERED system is equipped to handle the expected load presented to it under usual, unusual and emergency situations.

These are operative definitions, demanded by the application.

It is true that every system that is not well designed is designed to handle a volume of "x" calls beyond which it will crash.
