GSM "spare" slots and the half rate voice coder gives
some nice flexibility for noncritical GRPS packets.

That is, the time slots which are left unused when
a speaker doesn't speak, at least every other
slot is left unused. (probably originally
just to save battery)

I would also assume one still can make HSCSD switched
circuit data calls using 2 or 4 time slots, paying more
than for a regular voice call per minute, thus taking care
of those who need faster, guaranteed responses if GPRS
data is slow.
