That's one way that calls are routed, Mike. You are right. Some MSOs and smaller operators, however, actually lease partitioned space on ILEC switches, though. It's a decision in many cases that is based on local conditions, sometimes temporary, until other strategies are played out. The foregoing has applied to the truly "switched" variant of voice. Going forward, however, I suspect that packet based technologies will lead to more ops rolling their own, pointing to an IP Voice (softswicth-supported) architecture.
